General Bradman as a Brigadier would have "been ranking officer of all the foreign forces at Shanghai. As such he would have become chief of the Befense Council. This is an organization of all the foreign officers who are stationed at that post to preserve life and property. But Uncle Sam's investments in those parts are far less than either those of John Bull or of the Japanese. So, in view of the ticklish situation, the State Department was obliged to advise the Uavy that it would be unwise to have an American officer heading the Shanghai Council of Deiense.
